I'm guessing that this is a GP-38-2W, anyone know for sure?

VTR 310 and 311 are Classified by the VTR as GP40-2L, same as the CN. It is the same as a regular GP 40-2, only with a NA safety cab.

VTR Numbering is gp38's in the 200 series, gp40's in the 300 series.

This is a GP40-2(W). GP40-2L(W) units have a taller, lighter main frame (hence the L). The builder's designations are GP40-2 and GP40-2L respectively; the W is a railfan addition that's gained common use.
